February 5, 2007 A Vision for the Future of the Workforce Investment System On December 4, 2006, John W. Wallace, Ph.D., of MDRC speaking before the 2006 conference of the National Workforce Association, presented a new approach to improve the workforce investment system. In his speech, he proposed developing the system beyond just the capacity to prepare unemployed people for work. In this vision, the system would provide assistance to low wage workers and their employers to improve job retention and advancement rates, and increase the rate of work supports.
