February 12, 2001 Wisconsin, New Jersey and Rhode Island Get Federal Waivers In January 2001, the U.S. Department of Health and Human Services granted Wisconsin, New Jersey and Rhode Island waivers under the State Children's Health Insurance Program (SCHIP).
