February 12, 2001 Wisconsin, New Jersey and Rhode Island Get Federal Waivers In January 2001, the U.S. Department of Health and Human Services granted Wisconsin, New Jersey and Rhode Island waivers under the State Children's Health Insurance Program (SCHIP). This will enable the states to offer health insurance coverage to parents of eligible children under SCHIP or Medicaid.
