February 19, 2001 Netsmart Technologies, Inc. to Expand Use of Smart Card Technology Netsmart Technologies, Inc. announced on January 24, 2001 that it would expand its SmartMED smart card system to the remaining five Addiction Research and Treatment Center (ARTC) methadone clinics in New York City. Netsmart began installation of its smart card system in October 1999 in an ARTC clinic in Brooklyn, New York.
