February 24, 2003 Los Angeles County Appoints Director of Department of Children and Family Services On February 4, 2003, Los Angeles County Board of Supervisors unanimously voted to appoint David B. Sanders, Ph.D. as the new director of the Department of Children and Family Services (DCFS), effective March 24, 2003. Dr. SanderÂ’s salary for running the nation's largest foster care system with about 30,000 children will be $175,000 a year. In his new position, Dr. Sanders will direct all operations of DCFS, a department that has an annual budget of more than $1.3 billion . . .
