DHHS Reports: More Welfare Recipients are Working

For the fourth consecutive year, states continue to meet the federal welfare reform law's overall work participation rates, Department of Health and Human Services (DHHS) Secretary Tommy G. Thompson announced in February 2002. Since 1992, there has been a five-fold increase in the percentage of welfare recipients who are working, he said.
