OPEN MINDS On-Line News The Oregon Department of Human Services (DHS) child welfare system failed to meet 11 of 14 U.S. Administration for Children and Families (ACF) quality measures in a September 2007 review of services. The ACF Child and Family Services Review (CFSR) team found that, for the more than 12,000 children in state custody at any one time, there is a shortage of foster homes; reports of abuse are not quickly investigated; adequate mental health care is not provided; and caseworkers do not conduct regular visits with children in foster care.
