February 28, 2005 Enrollment in Medicaid Buy-In Programs Increased 275% from 2001 to 2003 Enrollment in the Medicaid Buy-In programs, which provides health coverage to working adults with disabilities who do not qualify for traditional Medicaid, increased from 22,000 in 2001 to 66,000 in 2003 (275%). The rapid increase in enrollment was found to be due in part to the implementation of Buy-In programs in Indiana, Missouri, and Pennsylvania in 2002.
