On April 1, 2008, the Oregon Department of Human Services (DHS) will implement strict new Medicaid estate recovery rules that will enable the state to place a lien on a beneficiary'Â’s home to recover the cost of long-term care. The rules are intended to block asset transfers that some families have used in order to make a person meet the income and asset limits for Medicaid eligibility, but preserve the asset for the rest of the family members.
