March 6, 2000 Ohio Firm Purchasing The Terraces, Troubled Pennsylvania Juvenile Treatment Facility The Terraces, a troubled Ephrata, Pennsylvania juvenile treatment facility, is being purchased by Ohio-based Specialized Offender Services (SOS). The Terraces is a residential facility that provides drug and alcohol counseling, sexual offender counseling, and mental health treatment to troubled teens. No sale price was disclosed, but an official with SOS said it would exceed the $4.2 million assessment of the property listed on the county tax records. The sale, expected to be completed by March 15, 2000, was prompted by recent problems at the facility . . .
