March 12, 2007 Brazos Valley MHMR Welcomes Bill Kelly as Executive Director On February 22, 2007, the Mental Health Mental Retardation Authority (MHMR) of Brazos Valley welcomed its new executive director, Bill Kelly. Mr. Kelly was selected in October 2006 by the Brazos Valley MHMR board of directors. He replaced Leon Bawcom, who retired last fall as executive director of the agency after more than 20 years.
