March 20, 2006 HHS Publishes Final HIPAA Enforcement Rule On March 16, 2006, the Department of Health and Human Services (HHS) final HIPAA enforcement rules for administrative simplification become effective. The rule covers the privacy violation enforcement process from complaint or compliance review, hearings, and penalty assessment.  The rule specifies how investigations into HIPAA privacy compliance violations will be handled. Significantly, it extends the current rules to all administrative simplification standards. It details how civil fines will be imposed on entities that violate the administrative simplification provisions.
