March 22, 2004 California Tri-City Mental Health Files for Bankruptcy Tri-City Mental Health (Tri-City), an outpatient mental health clinic system operated by three cities in California, filed for Chapter 9 bankruptcy protection on February 13, 2004, in the U.S. Federal Court of the Central District in Los Angeles.
