March 29, 2004 Texas Local Authorities for Mental Health Issue RFIs On March 18, 2004, authorities providing mental health and mental retardation (MHMR) services in Texas began the process of privatization ordered in November 2003 by the state. Texas House Bill 2292, which mandates that the state divest itself of direct mental health care, was signed into law in June 2003. The transfer of mental health services to private providers is scheduled to start in September 2004.
