March 31, 2003 Tennessee Governor Proposes Budget Cuts and 207 Lay-Offs On March 10, 2003, Tennessee Governor Phil Bredesen announced his fiscal 2003/2004 budget to the general assembly, with 207 lay-offs and budget cuts.  Several departments including the Commission on Children and Youth, the Commission on Aging and Disability, and Veterans Affairs, will be asked to make 9% across the board cuts.  He also asked local governments to take a 9% reduction in tax revenues that the state shares with them.
