California Legislative Office Recommends Moving Medicaid Expansion From Counties To A State-Based Expansion
An analysis of California’s Medicaid expansion options by the state’s Legislative Analyst’s Office (LAO) recommended that the expansion take place by enrolling newly eligible adults in the state Medicaid plan (Medi-Cal), rather than continuing to serve them in plans currently operated by the counties. California was one of the first states to announce its intention to expand Medicaid to low-income, uninsured childless adults. This population is estimated at about one million people who earn 133% of the federal poverty level who are not otherwise eligible for Medicaid.
