April 10, 2000 HHS Awards Child Support Waivers to Help Promote Responsible Fatherhood U.S. Department of Health and Human Services (HHS) announced March 29, 2000 the approval of waiver demonstrations for 10 states to improve the opportunities of young, unmarried fathers to support their children both financially and emotionally.
