April 10, 2000 Massachusetts Kicks-Off New After-School Programs Massachusetts Executive Office of Health and Human Services is implementing the Targeted Cities Initiative to focus state and community resources on the highest at-risk neighborhoods in urban areas. This initiative was developed because an analysis of existing data shows that between 1995 and 2005 Massachusetts will experience a 24% increase in adolescent population, resulting in 106,000 more 12 to 17-year-olds.
