April 10, 2000 HHS Report Questions Rehab Payments On March 20, 2000, the U.S. Department of Health and Human Services released Six-State Review of Outpatient Rehabilitation Facilities, a report that estimates that outpatient rehabilitation facilities (ORFs) in six states received inappropriate payments. The six states (Florida, Louisiana, Michigan, New Jersey, Pennsylvania, and Texas) were paid approximately $173 million for unallowable or highly questionable services for the 12-month period ended June 30, 1998.
