We don’t know what works to reduce the supply and demand for illegal drugs, according to a report entitled, “Informing America's Policy on Illegal Drugs: What We Don't Know Keeps Hurting Us,” released in April 2001 by the National Research Council.  The study, commissioned by the Clinton administration, reached no conclusion about the efficacy of drug enforcement or drug treatment.
