May 6, 2002 United Community Resources Agency Agrees To Return Millions In Job Training Scam United Community Resources Agency (UCRA), A nonprofit agency that promised to help people find jobs agreed to return $2.4 million in public funds it took from the city and county. At an arraignment hearing Thursday, the UCRA pleaded no contest to misuse of public funds and falsifying public records.
