May 19, 2003Brian Samuels Selected as Illinois' Director of DCFS On April 28, 2003, Rod R. Blagojevich, governor of Illinois, introduced Bryan Samuels as his choice to fill the director’s post at the Illinois Department of Children and Family Services (DCFS). Governor Blagojevich said, “The state is the last resort for thousands of children who are removed from dangerous or neglectful homes. I take that responsibility very seriously and I will make every effort to ensure the safety and well being of these children. Step one is to figure out exactly where DCFS is falling short in its responsibilities . . .
