June 4, 2001 California On its Way to Launching Two New Mental Health Laws In May 2001, California's Assembly Judiciary Committee and Assembly Health Committee passed two new pieces of mental health legislation. The first, (AB 1421) passed by the Assembly Judiciary Committee, would provide intensive, state-of-the-art outpatient treatment for those with a severe mental illness who are non-compliant due to their illness. The second, (AB 1422) passed by the Assembly Health Committee, would provide quality, comprehensive mental health services to every Californian.
