June 17, 2002 Charleston Place To Close Charleston Place, a Keokuk, Iowa residential mental health and mental retardation facility, operated by Fairfield-based ResCare, Inc, announced that it will be closing as of November 1. The majority of the residents will be moved to the newly built $1.75 million Lincoln Ridge complex, comprised of 16 one-bedroom apartments in two single-story buildings. The apartments are funded by the Low Income Housing Tax Credit program, a federal program administered locally by the Iowa Finance Authority.
