June 28, 2004 U.S. Senate Passes Family Opportunity Act On May 6, 2004, the U.S. Senate approved the Family Opportunity Act (FOA). Senate Bill 622 would allow low- and middle-income families to access appropriate health care for their child with a disability through the Medicaid program. Medicaid is currently the only health insurance package with sufficient benefits to meet the needs of many children with significant disabilities. Congress has already reserved funding for the FOA in the 2004 budget. It is expected that the House of Representatives will vote on their version of the FOA this summer . . .
