July 2, 2007 Wisconsin Welfare Program Told to Help Participants Find Employment On June 19, 2007, a Wisconsin State Appeals court ruled that participants in the Wisconsin Works (W-2) state welfare program who are unable to find jobs must be given state-subsidized employment or training. The ruling will force social service agencies to help participants find jobs or offer them taxpayer-funded employment.
