August 14, 2006 California Judge Blocks Changes to Proposition 36 On July 13, 2006, a California judge issued a temporary restraining order blocking a law signed by Governor Arnold Schwarzenegger that seeks to roll back the treatment focus of California's Substance Abuse and Crime Prevention Act of 2000.
