August 21, 2006 CMS to Allow Special Needs Plans to Offer Plans for Subsets of Dual-Eligible Population On July 27, 2006, the Centers for Medicare and Medicaid Services (CMS) announced that it intends to allow Special Needs Plans (SNP) that provide services to individuals who are eligible for both Medicare and Medicaid to specialize in services for subset populations, such as the disabled or the elderly. Under current Medicare rules, such “subsetting” of special groups is not permitted, with limited exceptions.
