August 27, 2007 Oregon Creates Sex Offender Treatment Board On July 27, 2007, Oregon Governor Ted Kulongoski signed House Bill (HB) 3233, which creates the Sex Offender Treatment Board (SOTB) that will oversee minimum professional requirements to treat sex offenders. The new law also creates two new professional titles — Clinical Sex Offender Therapist and Associate Sex Offender Therapist — to easily identify mental health professionals that have the expertise and training necessary to effectively treat sex offenders.
