September 1, 2003 Fleming Retires as Director of Ohio Alcohol and Drug Addiction Services Luceille Fleming, director of the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) since its formation in 1989, retired from state service on July 11, 2003. Ms. Fleming, 79, was appointed to the post by former Governor Richard Celeste and was re-appointed by each succeeding governor. On August 25, 2003, Gary Q.
