Half of the States Administering Pre-Existing Condition Insurance Plans Limited Mental Health Services
Sixteen of the 27 states that contracted with the federal government to administer a Pre- Existing Condition Insurance Plan (PCIP) program in 2011 limited coverage for mental health and substance abuse treatment services in some way. None of the PCIPs operated by the federal government for 23 states and the District of Columbia had limits on mental health or substance abuse services; the federal plan is operated by the Government Employees Health Association, Inc.
