October 4, 2004 Mental Competency May Limit Voting Rights A new report called, "Addressing the Ethical Legal and Social Issues Raised by Voting by Persons With Dementia," released September 15, 2004, promoted an effort to limit the voting rights of Americans based on mental competency that would be determined through a standardized capability test using the Doe Standard. The Doe Standard is a criterion that a person who understands the nature and effect of voting and can make a choice is competent to vote.
