Cornell to Operate Residential Treatment Center in Washington, D.C. Cornell Companies, Inc., announced on June 3, 2003, that it has entered into a negotiated, $5 million management agreement with the D.C. Youth Services Administration to operate the Joz-Arz Residential Treatment Center, a 56-bed facility located in the District of Columbia. The initial term of the management agreement, which took effect June 1, 2003, is five years and includes an additional five-year option.
