In February 2000, Michigan's Wayne County Department of Community Justice (WCDCJ) privatized its system of care, whereby Care Management Organizations (CMOs) implement services and focus heavily on successful outcomes. Five CMOs have full risk and responsibility contracts covering case management, services and administration.
