October 17, 2005 New Jersey Child Welfare Chief Announces His Resignation In September 2005, Edward E. Cotton, director of the New Jersey Division of Youth and Family Services (DFYS), announced his resignation, effective November 1, 2005. Mr. Cotton took over DFYS in July 2003 to oversee proposed reforms that resulted from the settlement of a class-action lawsuit filed against the state by Children's Rights Inc., the New York-based child-advocacy group.
