October 17, 2005 Governor Riley Appoints Former Alabama Mental Health Commissioner to Department of Human Resources Board In August 2005, Alabama Governor Bob Riley appointed former Mental Health Commissioner Kathy Sawyer to the State Department of Human Resources Board (DHR). Ms. Sawyer served as the Department of Mental Health and Mental Retardation (MHMR) Commissioner from 1999 until her retirement in February 2005.  Ms. Sawyer served 28 years at the Department of MHMR.
