October 25, 2004 Agencies Merge to Form New Texas Agency Four Texas state agencies recently merged into the new Texas Department of Assistive and Rehabilitative Services (DARS), which will provide programs and support for people with disabilities and families of children with development delays. DARS is one of four new departments under the oversight of the Health and Human Services Commission. The department was created as a result of House Bill 2292, which restructures health and human services in Texas.
