November 3, 2003 Massachusetts Charter School Applicants Drop by Half The Massachusetts Board of Education has received just 14 applications to start new charter schools in 2003, half as many as last year. On October 16, 2003, Lieutenant Governor Kerry Healey presented five new charter schools with their charters, approved by the Board of Education earlier this year. The lieutenant governor also announced the renewal of charters for 11 existing charter schools. These were approved by the Board of Education during fiscal year 2003.
