November 17, 2003 Colorado Child Health Plan to Refuse New Patients Colorado officials announced on October 13, 2003, that the state would stop accepting new patients into the states Child Health Plan (CHP). The state program that pays for about 56,000 children from low-income families to receive health care every year stopped enrolling new patients on November 1, 2003. Those already covered by the program will continue to receive services. There are two exceptions to the enrollment cap.
