November 21, 2005 COPS Grants Moderately Contributed to a Decline in Crime in the 1990s Between 1993 and 2000, Community Oriented Policing Services (COPS) grants contributed to 1.3% decline in overall crime rates and 2.5% decline in violent crimes. The $7.6 billion in COPS grants allowed police forces to increase the number of state and local officers and focus on community services. In general, factors outside of the COPS grants, contributed to a greater decrease in crime due to the results that overall crime rate decreased by 26% and violent crimes decreased by 32%.
