November 22, 2004 Federal Workers to be Offered High-Deductible Insurance and Tax-Free Savings Account As announced September 15, 2004, the Bush Administration will offer in its second term, a new type of high-deductible health insurance that includes tax-free savings accounts for more than three million federal employees and their families. The plans will also be available to members of Congress and judges under the Federal Employees Health Benefits Plan, the nation's largest purchaser of health insurance.
