Scott County, Iowa Jail to Expand Mental Health Court Program On November 3, 2004, the Scott County (Iowa) jail announced that it is to expand its Mental Health Jail Diversion program that serves as an alternative to police or hospital intervention for individuals with emotional or psychiatric problems.
