Review of HCBS Quality Measures Finds Need for Service Delivery Measures
OPEN MINDS Weekly News Wire Disability Support A review of 300 quality measures for Medicaid home- and community-based services (HCBS) waivers has found that there is a need for service delivery measures. Existing HCBS performance measures used by state Medicaid plans to assess HCBS quality fall in one of three domains: client functioning, client satisfaction, and program performance. Many of the measures pertained only to a specific program, population, or to a state Medicaid plan.
