December 11, 2006 Iowa ResCare Gives 90-Day Notice to Orchard Hill On November 28, 2006, after months of negotiation, Iowa ResCare informed the Washington County, Iowa, Board of Supervisors that it was giving a 90-day notice prior to ending a contract for services at the Orchard Hill residential care facility. The Board of Supervisors was informed that only 16 people remained in residence at Orchard Hill and that the decision to end the contract was related to the declining need for residential care facilities due to increased Medicaid funding available to meet the needs of persons with disabilities . . .
