December 15, 2003 New Jersey Families May Lose Free Services for Disabled Children The parents of about 14,000 young children in New Jersey who now receive two free hours of in-home care each week for physical, speech, and other developmental disabilities may soon be charged a monthly fee for the services by the state. On November 24, 2003, the New Jersey Department of Human Services announced that the proposed fee, pending a review by the U.S. Office of Special Education Programs, would be based on family income and could generate at least $7 million for the state . . .
