December 15, 2003 Administrator Scully Enters Negotiations for New Position Prior to Resignation from CMS Centers for Medicare and Medicaid Services (CMS) administrator Tom Scully announced on December 3, 2003, that he had resigned his position effective December 15, 2003, following three years at the head of Medicare and Medicaid.
