The District of Columbia’s Child and Family Services Agency (CFSA) is preparing to expand the use of family preservation, post-reunification, and prevention services through contracts with private community-based provider organizations. On September 30, 2013, the federal Administration for Children and Families (ACF) awarded the District a federal waiver Title IV-E to use foster care funding to provide services to children at-risk of entering out-of-home care.
