26 States Actively Preparing To Apply For The $50 Billion Federal Rural Health Transformation Program, Other States Taking A Less Formal Approach
As of September 5, 2025, 26 states are actively preparing to apply for the upcoming federal Rural Health Transformation Program (RHTP) that was established in House Resolution 1 (the budget reconciliation bill also known as the One Big Beautiful Bill Act), according to a tracker maintained by State Health and Value Strategies, a project of the Robert Wood Johnson Foundation. The RHTP is intended to stabilize and transform rural health systems nationwide by supporting infrastructure, workforce development, and innovative care delivery models.
