In 2024, 28% of the 19,690 people leaving North Carolina prisons were released to homelessness, according to a reentry housing assessment by The Council of State Governments Justice Center (CSG Justice Center). The assessment identified someone as homeless if they had no verified home plan, self-reported as homeless, provided an intersection address, or went to a shelter or temporary housing placement. 

Researchers for the CSG Justice Center conducted qualitative and quantitative analysis over a six-month period, including:;

Interviews with state and local leaders

Examination of program and agency policies and procedures
