On April 8, 2021, the Oregon Health Authority (OHA) along with the Oregon Health Leadership Council (OHLC) announced that 44 organizations including Oregon health systems and commercial health insurers signed a voluntary compact to advance value-based payments (VBP). The agreement targets moving to 70% of payments following advanced VBP methods by 2024 and supports the work of the cost growth target program, which is beginning implementation in 2021.
