Of the approximately 5.1 million Medicaid beneficiaries who use home care, about half receive services under a waiver, according to a recent analysis.

States can specify how services are delivered under the waivers, including offering a specialized benefit package to a subset of Medicaid beneficiaries. Data for the analysis comes from KFF's annual survey of Medicaid home care program administration across all U.S. states and the District of Columbia.
