Of the approximately 5.1 million Medicaid beneficiaries who use home care, about half receive services under a waiver, according to a recent analysis.
States can specify how services are delivered under the waivers, including offering a specialized benefit package to a subset of Medicaid beneficiaries. Data for the analysis comes from an annual survey of Medicaid home care program administration across all U.S. states and the District of Columbia by KFF (formerly the Kaiser Family Foundation), a non-profit organization focused on health policy.
